Need help locating sutable script

I am looking for a script that does what this script here does:

Including

Allowing Fixed Position ads (ie top 5 places are always the same)
Allows updates like this one does
allows weblinks and send message to email address on file
Allows Submissions and Updates like this one but not without permission adds to database.

Fully Seachable etc
