What are you sending? we maybe able to help.
EPS files are usually vector files.
Is it a logo or image you are sending?
If your file is not already pdf or eps then you won't be able to convert it to eps.

In fact, your best bet would be go back to your original designer and ask them for the source file in EPS, if they cant do it then they didnt design it in a vector format and that means its not scalable and you will end up having to pay to get it vectorized....

is there a program where I can 'create' this logo and save it in EPS format?
Adobe illustrator creates vectors but is a few hundred quid.
You can probably find someone to copy it for you but depending on complexity price will vary from say £25 to £200

GIMP (OpenSource: free!) can save as EPS, but you are looking at a steepish learning curve to produce something even half decent.
Unless you have a lot of time on your hands, and want to learn for the future, you'd be better to pay someone to do it.
