In the US there is a system called the Better Business Bureau, where you can contact them with an unresolved dispute with a business. They then carry out objective dispute mediation to try to resolve the problem. If the business does not respond then they get a black mark against their name. Is there something similar for online disputes, or do I have to contact a lawyer?
I am still trying to get my web developer to deliver on his promises, but as yet I have had no success.
