Can any web developers tell me how much it would roughly cost to design and build a site similar to that of Facebook? This would include individual accounts where people can set up their own account? Sorry it might be a tough question but I just need an approximate cost.

how long is a piece of string?

do you want to provide other developers with an API to allow them to plug in, do you want to build in your own ad network?

These are just two things i can think in 15 seconds of which is on top of your requirements, and add a huge amount of cost to implement and document!

Not too long I hope!!

API? It certainly would contain an add network as this would be an income stream. But this would only make up a very small part (10%) of the website, hopefully. The majority of the site would focus on the individual accounts which can be linked in the same was as facebook friends,groups etc.

These are just two things i can think in 15 seconds of which is on top of your requirements, and add a huge amount of cost to implement and document!

So is £100K a good ball park? Didnt the bloke who invented facebook develop it whilst at university? Where did he get the funds for that?

The three inventors were programmers. The didn't need funding since they did it all themselves.

And another free social networking / group / intranet style online 'space' resource is http://www.bizzbug.com - powerful stuff and may stop you having to reinvent the wheel. you can also opt for a fully 'branded' bizzbug portal for your 'closed' group - with customised group email addresses etc - so it may be worth considering using Bizzbug rather than starting from scratch?
