My wife is a freelance beautician fully trained and specializing in semi-permanent-makeup and we have just moved to Ealing, London from Germany. She needs to get a licence to continue her job but has found that Ealing (and probably others) have rules where she can only apply for a licence for a particular premises. Basically this stops her working as they have told her that she will have to be an employee of a salon (or several) and conduct her business only at those places which is unlikely. Dismayed as in Germany as long as you are insured and declare your taxes you can work anywhere.

That sounds a little peculiar.
Assuming that she is working on a self employed basis, it's probably worth having a look at the Business Link (http://www.businesslink.gov.uk/bdotg/action/home?domain=www.businesslink.gov.uk&target=http://www.businesslink.gov.uk/)website and then giving them a call for an informal chat.

Wasn't aware beautician needed a licence!
Their seems to be lots of mobile beauticians who come to weddings, photographic studios even children's parties, so wonder why Ealing are being so awkward?

I'd ring and ask again, I know from my own experience that Ealing council are particularly clueless, and you may well get a different answer if you speak to a different advisor.

Could you not reg it at your home address?

It's because semi-permanent makeup is lumped in with Special Requirements under a category of Tattoos. I asked about registering my home address but was told that I would need planning permission but then she could only do her job at home which wasn't the aim.

I think semi perminant makeup may be seen as tattooing.
