Is it possible to source documents from other website to build content for someones website?
ie if someone has written an article about search engine optimisation for example could you copy and paste it onto your own website as long as you link to the original link?
Or would you require prior permission from the writter first?

As far as i'm aware, this would infringe on the copyright.
If you re-wrote the content in your own words and then referenced the original, i believe that is fine. Be careful with your wording though, if the article saysFrank says cheese is green and the article is written by John, you shouldn't say cheese is green according to John's article.

Not only is it copyright, Google will be highlighted to the copied content and most probably bin your site from the index, temporarily or permanently.
It is best to always write your own content so it is unique.

Does Google see it as bad if you are using a dropshipping company and using their images and text exactly as they are on their site?

It's not bad - as such, but doesn't offer anything unique. Consequently such a page will always have a very low value in their eyes.
